Welcome to Goochland County's Taxpayer Portal

Q: What am I able to do on the portal?

A: You can schedule one or more e-check payments for the current date or future dates (up to 6 months). You can also sign up for electronic billing and email notifications. For business owners, you are able to submit required filings and pay taxes online, including business license and business tangible property. Hotel and campground operators are able to submit and pay the transient occupancy tax, and rental companies are able to submit and pay rental taxes. For all businesses and taxpayers, you can see copies of any bill or form sent to you, and more!

Q: My account number is not being recognized to link my accounts. How can this be resolved?

A: Account numbers in the new tax system are eight digits long and begin with the number "1". If you need your new account number please call us at 804-556-5806, Monday – Friday, 8:30am – 5:00pm. Your new account number will be listed on any correspondence you receive after August 1st, 2026.


Account Creation

Q: How do I create an account?

A: If you have not already created an account here, click “Register” on the right-hand side of the screen. Type in your preferred email address and set up a password that meets the parameters listed. Once that is done, click the blue “Resister” button.

Q: I am not receiving the confirmation email, what do I do?

A: Email from the tax.goochlandva.us application could mistakenly be blocked by your service provider. Actions you can take to resolve this problem: 1. Add no-reply@goochlandva.us to your contacts list. Confirmation emails from tax.goochlandva.us will have a "From" header with the following email address: no-reply@goochlandva.us. You might consider adding this email address to your contacts list (address book) and/or asking your email provider to unblock or whitelist the email address. 2. Check your SPAM folder. Email from no-reply@goochlandva.us can get caught in SPAM filters. Check the SPAM folder in your email inbox to see if the confirmation email is there.

Q: How can I have the system resend the confirmation email?

A: To resend a confirmation, try to log in to the system. You should immediately see a message telling you that a confirmation message has been sent and the email address that it was sent to. The confirmation email will originate from no-reply@goochlandva.us

Q: I am at the screen that says "Confirm Email Address"; what do I do now?

A: Go to your email inbox and click on the link at the end of the message (where it says "Please confirm your account by clicking here"). When you do this, a new window or session will open with the message "Thank you for confirming your email. Click here to continue".

Q: I do not know my account number. Is there another way to link my accounts?

A: If you own or owned a vehicle that was registered in Goochland County during the last two years, you can use the vehicle title number to create the link to your tax accounts. The vehicle title can be found on your vehicle registration or title document.


Account Access

Q: Some accounts are not linked to my portal account; how can I get access to these accounts?

A: When you create a portal account and go through the link account process, the system is selecting all accounts that have your SSN or DL# automatically. If you do not see an account, it is most likely because your name is not associated with the account. If you need to have access to an account for someone else in your household and your name is not on that account, the other household member must first create a portal account and then grant you access using the "Settings — Manage Access" function in the menu bar at the top. Once they grant access to you, their account will show up when you log in.

Q: I know there is an account with my name that I should see. How do I request access?

A: Use the "Services" dropdown to request access to an account that you are sure should be linked to you because your name is or should be on the account. Please note that access to tax records is only given to the registered owners. If you need access to view or pay for someone else’s tax records, you should contact the property owner and ask them to give you access to their online account. For more information, see FAQ Manage Access.

Q: What is Grant Access?

A: Grant Access is an online feature for combining accounts and the sharing of tax records. Examples: A family can consolidate all of their individual members’ tax records under a single online account. A business can give their accountant access to their online account to manage the tax payments.

Q: How can I give someone else access to my tax records?

A: Use the Grant Access feature. To give someone else access to your online tax records, first create an online account for yourself, link your tax records to your online account, and then Grant Access to the other party using "Settings — Manage Access" (settings is located near the top of the screen). The other party must also have an online account and have activated their online account by acknowledging the link in the confirmation email and have logged in to the account at least once. When access is granted, an email is sent to the grantee informing them that they have been given access and they can view the tax records when they next log in. The property owner can also revoke access by following the same process.


Password Reset

Q: I clicked the link to reset my password, and nothing happens. How do I reset my password?

A: The portal automatically removes accounts that are "inactive". So, if you set up an account but never confirmed or linked your portal account to your tax account, the portal account will be automatically deleted. Many users that try to reset their password have no account at all. If you get no response to the password reset, try to register again.


Hours and Inclement Weather

Q: What are your hours?

A: The Commissioner of the Revenue and Treasurer’s Office are open Monday – Friday, 8:30am - 5:00pm. DMV Select is open Monday – Friday, 8:30am - 4:00pm. Offices are closed on all official County Holidays.

Q: How do I know if you’re closed for inclement weather?

A: Watch the local TV stations for closings. We usually follow the official County Office Closing Plan. Also, if you call our offices and do not get an answer during inclement weather, we are closed.


Tax Rate Information

Q: Who sets the tax rate?

A: The Board of Supervisors establishes the tax rate each year. The tax rate may vary according to category.

Q: What are the tax rates?

A: Currently the tax rates are as follows: Personal Property: $3.95 per hundred (for items that do not qualify for PPTRA.) Personal Property: $2.99 per hundred (for items that do qualify for PPTRA). Real Estate: 53 cents per hundred. Tuckahoe Creek Service District: 32 cents per hundred.

Q: What is PPTRA?

A: The Personal Property Tax Relief Act of 1998 provides tax relief for passenger cars, motorcycles, and pickup or panel trucks having a registered gross weight of less than 10,001 pounds. To qualify, a vehicle must: 1. Be owned by an individual or leased by an individual under a contract requiring the individual to pay the personal property tax. 2. Be used less than 50% for business purposes. Motor homes, trailers and farm use vehicles do not qualify for tax relief. The 2005 General Assembly capped the total cost of car tax relief for the Commonwealth of Virginia at $950 million. Each locality's share of the $950 million is based upon car tax relief reimbursements from the Commonwealth to the locality for tax year 2004. These funds are allocated to provide tax relief for qualifying vehicles in Goochland County. The Board of Supervisors sets the percentage of tax relief at a level anticipated to exhaust Personal Property Tax Relief Act (PPTRA) relief funds provided. The tax on the first $20,000 of value for a personal car, motorcycle, and pickup or panel truck under 10,001 pounds qualifies for reduction.


Penalty and Interest

Q: When does the penalty go on my tax if I don’t pay on time?

A: A 10% penalty is applied the first day after the due date. Penalty is calculated on tax amount after tax relief is applied. There is no grace period.

Q: When does the interest go on my tax?

A: Interest begins accruing on the first day of the first month after the Due Date at a rate of 10% per annum. There is no grace period.

Q: What happens if I don’t pay my taxes?

A: The law provides various avenues for collection of delinquent (unpaid) taxes. These avenues include but are not limited to: • Putting a DMV Stop on all vehicle license plates in the delinquent taxpayer’s name. • Seizure and sale of the delinquent taxpayer’s vehicle (or other properties) for Personal Property taxes due. • Referral to collections agency. If the taxpayer still does not pay, this can lead to: • Action through the Circuit Court to sell the property for taxes due and costs. • Issuing Employment and Bank Liens. • Obtaining a court Judgment. • Withholding State Income Tax Refunds.


Billing

Q: When do you send out bills?

A: Bills are sent out at least 15 days before the due date. It is the responsibility of the taxpayer to notify this office if you have not received your bill, so remember: If you have not received a tax bill by Mother’s Day or Thanksgiving Day, give us a call or check your email if you’ve signed up for electronic billing!


Electronic Billing

Q: How does electronic billing work?

A: When you view one of your accounts, you can now elect to receive future tax bills automatically. Use the “Manage Notifications” function to set this up. Once enabled, you will get an email when a new bill or updated bill is available. The email has a link to access the bill directly. From there, you can schedule a payment or print the bill and mail along with your payment. The bill remains available online (rendered in the same version as if you had gotten a printed bill) so you can access the bill at any time. If you fail to access a new tax bill online at least 30 days before the due date, a bill will be sent by regular mail.

Q: If I enroll in electronic billing, can I change my mind and opt out?

A: Yes, just access the “Manage Notifications” function on the account and uncheck the electronic billing option.


Personal Property

Q: When are Personal Property Taxes Due?

A: Personal Property is due June 5th and December 5th each year. If a due date falls on a weekend, the due date is extended to the next business day. Goochland County prorates taxes. Supplemental bills are mailed between billing cycles and are due on the date recorded on the bill.

Q: How do I find the details for the tax bill?

A: If you have a balance due, you can create a statement. To do this, select "Get Current Statement" under "Services". This is done at the account level. If you want to see the details for a tax year, click on "My Accounts" along the top navigation bar, then select "Services" and then "View Tax History". From there you can select the tax year for which you want to view detail.

Q: I don’t own my car/truck/boat/trailer anymore, how do I get it removed?

A: Once you are logged in, select the account that has the vehicle you want removed, then click the services tab on the right side. From there, click “Report Sale, Disposal, or Move.” Otherwise, you may call the Commissioner of the Revenue at (804)-556-5807.

Q: What is proration?

A: Proration is the method of taxation on a monthly basis for the portion of the calendar year personal property is owned and/or located in the jurisdiction. Goochland prorates vehicles, motorcycles and recreational vehicles. All other property is not prorated (i.e. boats, mobile homes, business equipment, etc.).


Real Estate

Q: When are Real Estate Taxes due?

A: Real Estate is due June 5th and December 5th each year. If a due date falls on a weekend, the due date is extended to the next business day. Supplemental bills are generated when something new is added to the property. They are mailed between billing cycles and are due on the date recorded on the bill. Real Estate Supplements are not mailed to mortgage companies. The taxpayer is responsible for making payment arrangements for payment of these bills.


Requesting Real Estate Information

Q: How does a Mortgage/Title Company gain access to Real Estate Records?

A: For a Mortgage or Title Company to access Real Estate they will need to Register and create an account. After setting up the email and password, they will be prompted to select an account type. Please select “Mortgage/Title Company.” Fill in the information and then submit it. Someone in our office will grant access as soon as possible.


Business Tangibles

Q: When are Business Tangibles Taxes Due?

A: Business Tangibles Taxes are currently billed once a year and due December 5th each year. This is subject to change. If a due date falls on a weekend, the due date is extended to the next business day.


Payment Options

Q: How can I pay by credit/debit card?

A: On the portal here, you can select “Make a Payment” after logging in, or you can come into our office at 1800 Sandy Hook Road Suite 210 and pay at the cashier’s counter. A 2.75% convenience fee is applied for both payment locations.

Q: How can I pay by check?

A: You can mail payments to P.O. Box 188, visit us at 1800 Sandy Hook Road Suite 210, or drop a check off in our outdoor Dropbox located on the side of the admin building facing Sandy Hook Road (Route 522).

Q: How can I pay by e-check?

A: On the portal here, you can select “Make a Payment” after logging in. Select the E-Check option. Please make sure you type your bank account number correctly before submitting payment.

Q: How can I pay by cash?

A: Come visit us at 1800 Sandy Hook Road Suite 210.

Q: Can I have funds drafted from my account?

A: No, the only way to have funds pulled from your account would be to set up payment through your banking service’s Bill Pay option. Please make sure you include the correct tax account number when doing so. Also, keep in mind this option means that your bank will mail us a physical check, and sometimes the processor waits until they have a lot of checks to send at one time. Please make sure you set up your payment with enough time before the due date!

Q: Do you accept post marks for determining whether the payment is late?

A: Yes, if the envelope is post marked by the U.S. Post Office on or before the Due Date the payment will not be considered late regardless of when it is received in the Treasurer’s Office. Postage meter dates are not accepted.

Q: If I’m behind on my bills, how can I get a payment plan?

A: If you are behind on your taxes/fees and wish to forestall collection attempts such as DMV Stops, admittance to a collections agency and/or seizure of your property and/or land, you may call the Treasurer’s Office at (804) 556-5806 to request an appointment with the Treasurer for an installment agreement. Installment agreements vary and are made on an individual case by case basis. Failure to abide by the agreement will void the agreement and negate the possibility of future installment agreements.


Address Change Info

Q: Who do I contact if my address has changed?

A: If you have moved or otherwise changed your address, you should first change your address with DMV. Notify the Commissioner of the Revenue so billing records can be updated. If you own land, notify the Assessor’s Office. Failure to notify the appropriate departments may result in late payments.

Q: Why must I report a change of address to the Commissioner of the Revenue’s Office?

A: All address changes need to be made at the Commissioner of the Revenue’s Office for billing purposes. If your bill goes to the wrong address due to incorrect address information, you will not be exempt from any penalties or interest that may accrue. It is the responsibility of the taxpayer to contact the Commissioner of the Revenue's Office. You must contact the Treasurer's Office if you do not receive your bill.


Dog License

Q: When are dog licenses due?

A: Multi-Dog Licenses (aka Kennel tags) are available and go on sale November 1st at the Treasurer’s Office for the next year and are due by January 31stof each year. These must be paid annually.

Q: How much are kennel tags?

A: 1 to 20 dogs cost $25.00, and 21 to 50 dogs cost $50.00.

Q: How do I get a dog license?

A: • To receive a dog license with Goochland County, a valid rabies certificate is needed. You can supply this to our office if you have not already received a bill. We do not accept dog license payments on the portal, but you can make payment to our mailing address P.O. Box 188 or visit us at 1800 Sandy Hook Road Suite 210.

Q: How much are lifetime tags?

A: Lifetime tags are $10.00 per dog and cannot be transferred between dogs.

Q: My lifetime tag is lost or damaged, what do I do?

A: You can purchase a replacement tag for $1.00.
